Zeus as Judge

Zeus once decreed that Hermes should write the faults of men on shells and deposit these shells near him in a box, so that he might do justice to each. But the shells get mixed up, and some come sooner, others later, into the hands of Zeus, to undergo his just judgements.

We should not be surprised if evildoers and wicked people do not receive the punishment for their misdeeds more quickly.
